2. Remove the pot from the heat. Combine the meat with the garlic, ground chilies and cumin. Add this meat-and-spice mixture to the pot. Immediately add water and stir. Bring to a boil, then lower heat and simmer, uncovered, for about 2 1/2 to 3 hours, stirring occasionally, until the meat is very tender and the flavors are well blended. Determine the need for more salt and more chile. Stir in remaining cumin before serving with Fixin's and Mixin's.
